The City Council adopted the Citywide Adaptive Reuse Ordinance, which offers zoning incentives and a streamlined approval process for converting existing commercial buildings into housing of five or more units. The first version, from 1999, covered only buildings built before 1974 in or near Downtown. Under the updated rules, eligibility extends to all neighborhoods: buildings at least 15 years old in multifamily, commercial, parking or public-facilities zones, plus parking structures and parking areas at least five years old. The incentives also allow interiors to be reconfigured more freely and a rooftop story to be added for shared amenities or open space.
Starting from a slab with a past
When a building changes use, its floor rarely arrives ready for a finish. A level that held carpet or tile may still carry adhesive, partitions that are taken out leave patches and fastener holes, and a parking deck has spent years under tires, fuel and lubricants. Where the surface is out of level or too broken up for patching compounds, a self-leveling layer can even it out, either as an underlayment for tile, vinyl or carpet or as the finished surface. New shared amenity rooms, lobbies and corridors are then finished according to how residents will use them.
Before we recommend a floor
What we look at first
Every slab is different, so we start by looking at the floor and how the space is used.
Slab condition
Cracks, chips and spalling are checked first. Damaged areas may need concrete repair before polishing or coating.
Existing coatings & adhesives
Old coatings, glue and sealers often have to be ground off so a new system can bond or the slab can be polished.
Indoor or outdoor
Interior floors, garages, patios and pool decks call for different systems and finishes.
How the space is used
Foot traffic, vehicles, equipment, spills and cleaning routines all shape the system we recommend.
